Selon l\u2019article 7 du d\u00e9cret n\u00b084-431 du 6 juin 1984, les obligations des enseignants chercheurs ne permettent aucunement d\u2019imposer une obligation de saisie des heures aux enseignants.<\/p>\n\n\n\n<p>L\u2019Universit\u00e9 souhaite aussi imposer la saisie du service pr\u00e9visionnel alors que l\u2019article 7-3 du d\u00e9cret pr\u00e9cit\u00e9 dispose&nbsp;: <em>\u00ab&nbsp;<strong>Le tableau de service de chaque enseignant-chercheur lui est transmis en d\u00e9but d\u2019ann\u00e9e universitaire<\/strong>&nbsp;\u00bb.<\/em>Le SNALC exige que l\u2019universit\u00e9 respecte le d\u00e9cret du 6 juin 1984. Au plus, pour rappel, le paiement des heures est conditionn\u00e9 par la r\u00e9alisation d\u2019une prestation de travail. <strong>L\u2019administration ne peut ainsi pas conditionner ce paiement \u00e0 la saisie des heures.<\/strong><\/p>\n\n\n\n<p>Dans un souci d\u2019\u00e9galit\u00e9 entre enseignants, ce qui ne peut pas \u00eatre demand\u00e9 \u00e0 des enseignants chercheurs ne pourra pas \u00eatre demand\u00e9 \u00e0 un enseignant du second degr\u00e9 ou \u00e0 un vacataire.<\/p>\n\n\n\n<p>D\u2019une mani\u00e8re g\u00e9n\u00e9rale, ces exigences sont inacceptables. Elles t\u00e9moignent de la d\u00e9gradation des conditions de travail des enseignants. Ce d\u00e9bat est souvent \u00e9voqu\u00e9 dans l\u2019ombre des couloirs mais le SNALC pr\u00e9f\u00e8re la clart\u00e9 d&nbsp;\u2019un propos officiel comme ce communiqu\u00e9, qui deviendra un exorde si rien ne change. Une d\u00e9marche de simplification devrait \u00eatre initi\u00e9e plut\u00f4t que de reporter en permanence sur les enseignants une surcharge administrative.<\/p>\n\n\n\n<p>Enfin, le SNALC rappelle que la ministre de l\u2019enseignement sup\u00e9rieur, Madame Retailleau, a souhait\u00e9 <em>\u00ab&nbsp;changer le quotidien des chercheurs, leur simplifier la vie&nbsp;et faire \u00e9voluer notre organisation collective&nbsp;\u00bb.<\/em> Les choix de l\u2019universit\u00e9 vont \u00e0 rebours de cette l\u00e9gitime ambition de Madame la ministre. Le <strong><em>do it yourself<\/em><\/strong> qui est devenu le nouveau mantra manag\u00e9rial de notre universit\u00e9 va \u00e0 l\u2019encontre de cette volont\u00e9. L\u2019\u00e9quipe politique ne peut ignorer le malaise que suscite cette saisie des heures dans son principe m\u00eame comme dans son application. Les personnels de l\u2019universit\u00e9 n\u2019ont d\u2019ailleurs pas \u00e9t\u00e9 consult\u00e9s sur la question. O\u00f9 est donc pass\u00e9e l\u2019universit\u00e9 citoyenne&nbsp;? Pourquoi surcharger le travail de personnels avec des t\u00e2ches qui n\u2019ont rien \u00e0 voir avec leur mission&nbsp;? \u00c0 quand, \u00e0 l\u2019UPEC, une cellule charg\u00e9e de r\u00e9fl\u00e9chir et surtout de mettre en \u0153uvre des mesures pratiques visant \u00e0 all\u00e9ger le travail des personnels&nbsp;? Question de moyens&nbsp;? Ou plut\u00f4t de volont\u00e9&nbsp;?<\/p>\n\n\n\n<p>Le SNALC y voit une excellente occasion de mettre en pratique les vertus du travail en mode projet&nbsp;tant vant\u00e9.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/snalc.fr\/wp-content\/uploads\/pacitto.png\" alt=\"\"\/><\/figure>\n\n\n\n<p>Jean-Claude&nbsp;<strong>PACITTO<\/strong>&nbsp;est Ma\u00eetre de conf\u00e9rences HDR.
