{"id":1440,"date":"2023-05-10T19:16:54","date_gmt":"2023-05-10T17:16:54","guid":{"rendered":"https:\/\/snalc.org\/snalc2023\/?p=1440"},"modified":"2023-05-10T19:16:57","modified_gmt":"2023-05-10T17:16:57","slug":"pacte-enseignant-rien-ne-va","status":"publish","type":"post","link":"https:\/\/snalc.org\/snalc2023\/?p=1440","title":{"rendered":"Pacte enseignant : rien ne va"},"content":{"rendered":"\n<ul class=\"wp-block-list\">\n<li>C premier degr\u00e9<\/li>\n\n\n\n<li><a href=\"https:\/\/snalc.fr\/2023\/05\/10\/\">publi\u00e9 le 10 mai 2023<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/snalc.fr\/category\/actualites\/\">Les Actualit\u00e9s<\/a>, <a href=\"https:\/\/snalc.fr\/category\/dossiers\/remunerations\/\">R\u00e9mun\u00e9rations<\/a>, <a href=\"https:\/\/snalc.fr\/category\/premier-degre\/remuneration-retraite\/\">R\u00e9mun\u00e9rations, retraites<\/a><\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/snalc.fr\/wp-content\/uploads\/SNALC_Estelle_Meunier_pacte_sans_contrepartie.jpg\" alt=\"\"\/><figcaption class=\"wp-element-caption\">\u00a9 SNALC_Estelle_Meunier<\/figcaption><\/figure>\n\n\n\n<h5 class=\"wp-block-heading\">Pacte enseignant : compte rendu du groupe de travail pr\u00e9paratoire au CSA minist\u00e9riel du 10 mai 2023<\/h5>\n\n\n\n<h5 class=\"wp-block-heading\">TH\u00c8ME<\/h5>\n\n\n\n<p>\u00c9tude du projet de d\u00e9cret sur le pacte en vue du CSA minist\u00e9riel du 31 mai.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">L&rsquo;ESSENTIEL<\/h5>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/snalc.fr\/wp-content\/uploads\/20230510_decla_IS_pacte.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">D\u00e9claration intersyndicale<\/a> unitaire en opposition au pacte.<\/li>\n\n\n\n<li>Les textes pr\u00e9sent\u00e9s ne portent pas \u00e0 eux seuls l\u2019int\u00e9gralit\u00e9 du pacte (NDSNALC&nbsp;: il y en a donc d\u2019autres qui ne nous sont pas pr\u00e9sent\u00e9s aujourd\u2019hui, notamment circulaires\/instructions qui n\u2019existent pas encore).<\/li>\n\n\n\n<li>Pas d\u2019obligation de prendre la brique de soutien en 6<sup>e<\/sup>, ou de remplacement de courte dur\u00e9e, pour acc\u00e9der aux autres briques. En revanche, une \u00ab&nbsp;attention particuli\u00e8re&nbsp;\u00bb devra \u00eatre accord\u00e9e \u00e0 ces briques afin qu\u2019elles soient prioritairement attribu\u00e9es \u2192 le SNALC analyse cela comme une contrainte collective, qui fait qu\u2019il n\u2019y a pas d\u2019obligation individuelle \u00e9crite, mais qu\u2019il pourra y en avoir une dans les faits si personne ne veut prendre ces briques.<\/li>\n\n\n\n<li>Il sera rajout\u00e9 un \u00ab&nbsp;avis&nbsp;\u00bb du conseil d\u2019administration.<\/li>\n\n\n\n<li>Le pacte ne serait pas le seul moyen de r\u00e9mun\u00e9rer certaines missions, comme \u00ab&nbsp;devoirs faits&nbsp;\u00bb \u2192 on pourrait (peut-\u00eatre) continuer \u00e0 assurer devoirs faits sur des HSE, techniquement moins bien pay\u00e9es, mais moins contraignantes. La m\u00eame t\u00e2che serait ainsi pay\u00e9e diff\u00e9remment entre \u00ab&nbsp;pact\u00e9s&nbsp;\u00bb et \u00ab&nbsp;non pact\u00e9s&nbsp;\u00bb.<\/li>\n\n\n\n<li>Les PLP sont bien pr\u00e9vus pour pouvoir faire des interventions ou des \u00ab&nbsp;co-interventions&nbsp;\u00bb dans les coll\u00e8ges sur les heures de d\u00e9couverte des m\u00e9tiers en coll\u00e8ge (qui auraient lieu en plus des heures de cours du coll\u00e8ge).<\/li>\n\n\n\n<li>M\u00eame mod\u00e8le que pour les HSE et les IMP sur la \u00ab&nbsp;d\u00e9socialisation&nbsp;\u00bb des heures (r\u00e9ponse pr\u00e9cise par \u00e9crit \u00e0 venir).<\/li>\n\n\n\n<li>L\u2019indemnit\u00e9 de 1000\u20ac sur la premi\u00e8re ann\u00e9e pour les personnels de direction du second degr\u00e9, concerne \u00e9galement les directeurs d\u2019\u00e9cole.<\/li>\n<\/ul>\n\n\n\n<h5 class=\"wp-block-heading\">LE SNALC A INSIT\u00c9 SUR\u2026<\/h5>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Son refus du pacte, qui ne r\u00e9pond pas \u00e0 notre exigence de rattrapage salarial sans contreparties pour l\u2019ensemble des coll\u00e8gues.<\/li>\n\n\n\n<li>La n\u00e9cessit\u00e9 de faire figurer le mot \u00ab&nbsp;volontariat&nbsp;\u00bb ou la notion d\u2019accord de l\u2019int\u00e9ress\u00e9 \u2192 cela devrait \u00eatre pr\u00e9cis\u00e9, mais le SNALC reste vigilant.<\/li>\n\n\n\n<li>Les contradictions entre les obligations r\u00e8glementaires (par exemple \u00ab&nbsp;devoirs faits&nbsp;\u00bb obligatoire pour tous les \u00e9l\u00e8ves de 6<sup>e<\/sup>, et le volontariat du pacte pour les personnels. Comment l\u2019administration g\u00e8re cette contradiction&nbsp;? Est-ce en faisant pression sur les personnels&nbsp;?<\/li>\n\n\n\n<li>La surcharge de travail des directrices et directeur d\u2019\u00e9cole, qui se tapent tout le boulot.<\/li>\n\n\n\n<li>Son refus de voir figurer l\u2019\u00ab&nbsp;innovation p\u00e9dagogique&nbsp;\u00bb dans toute mesure de r\u00e9mun\u00e9ration. L\u2019innovation n\u2019est pas d\u00e9finie, et n\u2019a pas de valeur en soi.<\/li>\n\n\n\n<li>La question de la r\u00e9mun\u00e9ration si l\u2019int\u00e9gralit\u00e9 des heures n\u2019est pas effectu\u00e9 pour une mission. Y a-t-il proratisation, et sur quel texte s\u2019appuie-t-elle, ou est-ce un service non fait int\u00e9gral, m\u00eame si des heures ont \u00e9t\u00e9 effectu\u00e9es&nbsp;?<\/li>\n\n\n\n<li>Le cas des professeurs documentalistes, CPE, Psy-EN. Le SNALC a rappel\u00e9 que les professeurs documentalistes sont dans l\u2019incapacit\u00e9 de toucher la part modulable de l\u2019ISOE actuellement, et qu\u2019on risque de vivre la m\u00eame chose sur la part fonctionnelle de l\u2019ISOE.<\/li>\n<\/ul>\n\n\n\n<h5 class=\"wp-block-heading\">L&rsquo;AVIS DU SNALC<\/h5>\n\n\n\n<p><strong>Plus on avance dans le pacte, et plus on voit que c\u2019est une catastrophe pour les coll\u00e8gues.&nbsp; De nombreux points r\u00e9v\u00e8lent des contradictions entre textes r\u00e8glementaires, des usines \u00e0 gaz hallucinantes, de multiples possibilit\u00e9s de pressions, tensions, conflits, incompr\u00e9hensions aboutissant \u00e0 de s\u00e9rieux risques psycho-sociaux.<\/strong><\/p>\n\n\n\n<p><strong>Le SNALC maintient \u00e9videmment son appel collectif \u00e0 ne pas signer le pacte.<\/strong><\/p>\n\n\n\n<p><a
