{"id":1569,"date":"2023-06-10T19:47:26","date_gmt":"2023-06-10T17:47:26","guid":{"rendered":"https:\/\/snalc.org\/snalc2023\/?p=1569"},"modified":"2023-06-10T19:47:28","modified_gmt":"2023-06-10T17:47:28","slug":"categorie-c-les-smicards-au-long-cours","status":"publish","type":"post","link":"https:\/\/snalc.org\/snalc2023\/?p=1569","title":{"rendered":"Cat\u00e9gorie C\u00a0: les \u00ab smicards \u00bb au long cours"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/snalc.fr\/wp-content\/uploads\/argent_istock_drasa-1284097769.jpg\" alt=\"\"\/><figcaption class=\"wp-element-caption\">\u00a9 istock_drasa-1284097769<\/figcaption><\/figure>\n\n\n\n<p><em><strong>Dans la p\u00e9riode d\u2019inflation galopante que subit le pays&nbsp;depuis plusieurs mois, le SMIC a connu plusieurs&nbsp;augmentations successives, ce qui a eu pour effet&nbsp;de rendre caduques, \u00e0 peine remani\u00e9es, les grilles de&nbsp;traitement des personnels de cat\u00e9gorie C (ADJAENES ,&nbsp;magasiniers des biblioth\u00e8ques\u2026).&nbsp;<\/strong><\/em><\/p>\n\n\n\n<p>Le <a href=\"https:\/\/snalc.fr\/hausse-du-minimum-de-traitement-au-1er-mai-2023\/\">traitement minimal dans la Fonction Publique<\/a>&nbsp;est fix\u00e9 par le d\u00e9cret 2023-312 du 26 avril 2023 \u00e0 l\u2019IM 361 (1750.86 euros brut \/ mois \u00e0 compter du 1er mai 2023). Ce qui a pour cons\u00e9quence de r\u00e9mun\u00e9rer les 8 premiers \u00e9chelons du grade C1 sur cette base et donc de priver les coll\u00e8gues de toute \u00e9volution salariale pendant 12 ans ! Le probl\u00e8me se retrouve pour les 5 premiers \u00e9chelons du grade C2 ainsi que pour les 2 premiers du C3 (Adjoint principal de 1er classe).&nbsp;<\/p>\n\n\n\n<p>Il faut savoir que la plupart de&nbsp;ces coll\u00e8gues occupent des&nbsp;fonctions et remplissent des&nbsp;missions qui vont bien au-del\u00e0&nbsp;de leur cadre statutaire. Le minist\u00e8re&nbsp;le reconna\u00eet puisqu\u2019un&nbsp;plan de requalification ou un&nbsp;repyramidage est en cours&nbsp;et va se poursuivre jusqu\u2019en&nbsp;2026. Mais les requalifications,&nbsp;d\u00e9pendant de crit\u00e8res&nbsp;li\u00e9s aux postes, ne profiteront&nbsp;pas \u00e0 tous les agents. Or, ces&nbsp;coll\u00e8gues, en grande majorit\u00e9&nbsp;des femmes, font preuve&nbsp;d\u2019engagement, poss\u00e8dent une&nbsp;grande expertise et doivent accomplir&nbsp;des t\u00e2ches de plus en&nbsp;plus lourdes en EPLE ou dans&nbsp;les services des DSDEN et des&nbsp;rectorats.&nbsp;<\/p>\n\n\n\n<p>Malgr\u00e9 les avanc\u00e9es que repr\u00e9sentent&nbsp;le repyramidage&nbsp;et la revalorisation du r\u00e9gime&nbsp;indemnitaire (protocole de&nbsp;septembre 2021 sign\u00e9 par le&nbsp;SNALC), il n\u2019est pas acceptable&nbsp;d\u2019avoir des r\u00e9mun\u00e9rations&nbsp;aussi modestes pour&nbsp;des agents aussi qualifi\u00e9s et&nbsp;engag\u00e9s. Les mesures prises&nbsp;dans le cadre du plan PPCR, \u00e0&nbsp;savoir le passage de 4 \u00e9chelles&nbsp;de r\u00e9mun\u00e9ration \u00e0 seulement 3&nbsp;en 2016, qui \u00e0 l\u2019\u00e9poque repr\u00e9sentaient&nbsp;un petit progr\u00e8s,&nbsp;sont d\u00e9sormais inop\u00e9rantes.&nbsp;<\/p>\n\n\n\n<p>Il devient urgent de reconstruire&nbsp;la grille de traitement de&nbsp;nos cat\u00e9gories C. Bien s\u00fbr,&nbsp;cela rel\u00e8ve de la comp\u00e9tence&nbsp;du minist\u00e8re de la fonction&nbsp;publique, mais les plus gros&nbsp;effectifs sont employ\u00e9s dans l\u2019\u00c9ducation nationale. Rien&nbsp;ne s\u2019oppose \u00e0 ce que la grille&nbsp;indiciaire soit reconstruite avec&nbsp;seulement 2 grades, comme&nbsp;cela a \u00e9t\u00e9 fait pour les ASSAE&nbsp;ou les INFENES.&nbsp;<\/p>\n\n\n\n<p>Notons que ce qui concerne&nbsp;aujourd\u2019hui la cat\u00e9gorie C est&nbsp;aussi, dans une moindre mesure,&nbsp;valable pour la cat\u00e9gorie&nbsp;B (SAENES, BIBAS, TRF.) malgr\u00e9&nbsp;la modification des grilles&nbsp;en septembre 2022 (d\u00e9crets&nbsp;2022-1209 et 2022-1210) :&nbsp;les 3 premiers \u00e9chelons du&nbsp;1er grade sont r\u00e9mun\u00e9r\u00e9s \u00e0 l\u2019IM&nbsp;361 et le 1er du 2 e grade est \u00e0&nbsp;l\u2019indice 363 qui ne devrait pas&nbsp;tarder \u00e0 se faire rattraper\u2026&nbsp;<\/p>\n\n\n\n<p>Le SNALC ne manquera pas&nbsp;de faire conna\u00eetre ses propositions&nbsp;le moment venu. On ne&nbsp;pourra cependant pas s\u2019affranchir&nbsp;d\u2019une r\u00e9\u00e9valuation de la&nbsp;valeur du point d\u2019indice : tordre&nbsp;les grilles ind\u00e9finiment conduit&nbsp;\u00e0 une perte de coh\u00e9rence.&nbsp;<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">TABLEAUX DES TRAITEMENTS ACTUELS (juin 2023)<\/h5>\n\n\n\n<p><em>Tableaux tenant compte de l\u2019augmentation du point
