{"id":1617,"date":"2023-06-18T10:19:46","date_gmt":"2023-06-18T08:19:46","guid":{"rendered":"https:\/\/snalc.org\/snalc2023\/?p=1617"},"modified":"2023-06-18T10:19:48","modified_gmt":"2023-06-18T08:19:48","slug":"plan-national-de-formation-compte-rendu-du-snalc","status":"publish","type":"post","link":"https:\/\/snalc.org\/snalc2023\/?p=1617","title":{"rendered":"Plan national de formation : compte rendu du SNALC"},"content":{"rendered":"\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/snalc.fr\/category\/les-metiers\/professeurs-ecoles\/\"><\/a><\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/snalc.fr\/wp-content\/uploads\/formation_iStock_miodrag_ignjatovic.jpg\" alt=\"\"\/><figcaption class=\"wp-element-caption\">\u00a9 iStock_miodrag_ignjatovic<\/figcaption><\/figure>\n\n\n\n<p><strong>Compte rendu du SNALC<\/strong><\/p>\n\n\n\n<p>Lundi 15 juin 2023<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">LE TH\u00c8ME<\/h2>\n\n\n\n<p>La Direction g\u00e9n\u00e9rale de l\u2019enseignement scolaire (DGESCO) et la Direction g\u00e9n\u00e9rale des ressources humaines (DGRH) pr\u00e9sentaient le projet de Plan National de Formation (PNF) aux organisations syndicales repr\u00e9sentatives.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">L&rsquo;ESSENTIEL<\/h2>\n\n\n\n<p>Le Minist\u00e8re annonce avoir fait un travail en int\u00e9grant les retours de terrain pour \u00e9tablir ce PNF. Certains fils rouges existent dans plusieurs axes de formation comme le num\u00e9rique, notamment la question de la responsabilit\u00e9 num\u00e9rique, et l\u2019\u00e9galit\u00e9 filles-gar\u00e7ons.<\/p>\n\n\n\n<p>\u00c0 l\u2019heure actuelle, on en est \u00e0 l\u2019heure du bilan du pr\u00e9c\u00e9dent plan. Il va se terminer par un dialogue avec les EAFC et une pr\u00e9sentation sera faite devant le CSA MEN et le CSA JS lors de la pr\u00e9sentation du nouveau sch\u00e9ma directeur.<\/p>\n\n\n\n<p>Les syndicats ont la possibilit\u00e9 de proposer des modifications et des am\u00e9liorations avant le mardi 20 juin.<\/p>\n\n\n\n<p>Le Plan national de formation s\u2019organise en six axes.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Axe 1<\/strong> : Incarner, faire vivre et transmettre les valeurs de la R\u00e9publique et les principes g\u00e9n\u00e9raux de l\u2019\u00e9ducation<\/li>\n\n\n\n<li><strong>Axe 2<\/strong> : Accompagner et former les \u00e9quipes p\u00e9dagogiques et \u00e9ducatives afin de perfectionner les pratiques professionnelles et de favoriser la r\u00e9ussite scolaire de tous ainsi que l\u2019\u00e9ducation tout au long de la vie<\/li>\n\n\n\n<li><strong>Axe 3<\/strong> : Piloter la mise en \u0153uvre au niveau territorial des politiques de la jeunesse, de l\u2019engagement, d\u2019\u00e9ducation populaire et des sports<\/li>\n\n\n\n<li><strong>Axe 4<\/strong> : Accompagner le d\u00e9veloppement professionnel de l\u2019ensemble des agents et des collectifs de travail par la transformation des politiques RH et de formation<\/li>\n\n\n\n<li><strong>Axe 5<\/strong> : Accompagner les encadrants dans l\u2019exercice de leurs responsabilit\u00e9s p\u00e9dagogiques et manag\u00e9riales<\/li>\n\n\n\n<li><strong>Axe 6<\/strong> : Consolider les connaissances, les comp\u00e9tences et les usages du num\u00e9rique<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">LE SNALC A INSIST\u00c9 SUR\u2026<\/h2>\n\n\n\n<p>Pour le SNALC, la formation doit se faire en pr\u00e9sence et permettre les \u00e9changes entre pairs. De plus, elle doit se faire sur le temps de travail. Enfin, comme le Minist\u00e8re le promettait lui-m\u00eame dans son sch\u00e9ma directeur de la formation, elle doit partir des besoins des personnels et non \u00eatre dans une logique de l\u2019offre comme cela \u00e9tait le cas auparavant.<\/p>\n\n\n\n<p>Le plan de formation propos\u00e9 ne r\u00e9pond pas \u00e0 ces crit\u00e8res. Il propose des Webinaires et des s\u00e9minaires, on ne sait encore sur quel temps. Et l\u2019immense majorit\u00e9 des formations propos\u00e9es ne sont que le reflet des pr\u00e9occupations minist\u00e9rielles du moment et vectrices d\u2019une adaptation des personnels aux r\u00e9centes r\u00e9formes.<\/p>\n\n\n\n<p>Si certains points sont positifs, comme les formations \u00e0 la mobilit\u00e9 des personnels, d\u2019autres posent probl\u00e8me. Pour le SNALC, par exemple, le <a href=\"https:\/\/snalc.fr\/snu-et-cest-nul\/\">SNU<\/a> n\u2019est pas un dispositif de l\u2019\u00c9ducation nationale stricto sensu. Nous ne souhaitons donc pas qu\u2019un nombre certain de formations y soient consacr\u00e9es.<\/p>\n\n\n\n<p>Par ailleurs, il manque des \u00e9l\u00e9ments importants. Parmi toutes les formations li\u00e9es \u00e0 l\u2019enseignement, aucune ne vise \u00e0 \u00e9largir les pratiques. Toutes semblent viser \u00e0 enfermer les coll\u00e8gues dans celles que le Minist\u00e8re juge bonnes ou dans la course \u00e0 l\u2019\u00e9chalote de l\u2019innovation. Enfin, parmi toutes celles propos\u00e9es aux personnels encadrants, aucune ne vise \u00e0 d\u00e9velopper un pilotage \u00ab bienveillant \u00bb. Tout semble viser \u00e0 un n\u00e9omanagement abscons.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">L&rsquo;AVIS DU SNALC<\/h2>\n\n\n\n<p>L\u2019\u00e9cart est grand entre les annonces ou les besoins r\u00e9els des personnels et ce qui est propos\u00e9 dans ce plan national de formation. Pour le SNALC, il est grand temps que le Minist\u00e8re se dote d\u2019outils pour recueillir r\u00e9ellement les besoins et les aspirations des personnels et ne se contente plus de remont\u00e9es transform\u00e9es \u00e0 chaque \u00e9tage du syst\u00e8me.<\/p>\n\n\n\n<p><a
