{"id":2462,"date":"2023-12-13T16:52:36","date_gmt":"2023-12-13T15:52:36","guid":{"rendered":"https:\/\/snalc.org\/snalc2023\/?p=2462"},"modified":"2023-12-13T16:52:40","modified_gmt":"2023-12-13T15:52:40","slug":"attractivite-et-conditions-de-travail-cr-du-snalc-du-8-decembre-2023","status":"publish","type":"post","link":"https:\/\/snalc.org\/snalc2023\/?p=2462","title":{"rendered":"Attractivit\u00e9 et conditions de travail : CR du SNALC du 8 d\u00e9cembre 2023"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/snalc.fr\/wp-content\/uploads\/prof_istock_bymuratdeniz-1430584727.jpg\" alt=\"\" class=\"wp-image-25841\"\/><figcaption class=\"wp-element-caption\">\u00a9 istock_bymuratdeniz-1430584727<\/figcaption><\/figure>\n\n\n\n<h5 class=\"wp-block-heading\">Groupe de travail sur l\u2019attractivit\u00e9 du m\u00e9tier d\u2019enseignant<\/h5>\n\n\n\n<h5 class=\"wp-block-heading\">\u00ab\u00a0Conditions de travail\u00a0\u00bb<\/h5>\n\n\n\n<h5 class=\"wp-block-heading\">Compte rendu du SNALC<\/h5>\n\n\n\n<p>TH\u00c8ME<\/p>\n\n\n\n<p>Troisi\u00e8me groupe de travail sur l\u2019attractivit\u00e9 du m\u00e9tier enseignant, portant sur les conditions de travail.<\/p>\n\n\n\n<p>L\u2019ESSENTIEL<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Un constat sur les effectifs des classes mais ne pr\u00e9sentant que des moyennes 1<sup>er<\/sup> degr\u00e9 \/ 2<sup>nd<\/sup> degr\u00e9, sans pistes d\u2019am\u00e9lioration.<\/li>\n\n\n\n<li>Une grande partie de la r\u00e9union consacr\u00e9e \u00e0 l\u2019action sociale : quelques \u00e9l\u00e9ments int\u00e9ressants (\u00e9tendre ou cr\u00e9er des aides pour le logement ou pour renforcer l\u2019attractivit\u00e9 de l\u2019\u00cele de France, acc\u00e9l\u00e9rer le versement de certains \u00e9l\u00e9ments de r\u00e9mun\u00e9ration, etc.).<\/li>\n\n\n\n<li>Proposition de n\u00e9gocier un accord avec les organisations syndicales, sur la qualit\u00e9 de vie et les conditions de travail des agents, d\u00e8s le 1<sup>er<\/sup> trimestre 2024.<\/li>\n\n\n\n<li>D\u00e9blocage de fonds pour acc\u00e9l\u00e9rer la r\u00e9novation du b\u00e2ti scolaire (500 millions d\u2019euros par an jusqu\u2019en 2027).<\/li>\n\n\n\n<li>Desserrage du calendrier : les annonces seront faites d\u00e9but f\u00e9vrier et non d\u00e9but janvier.<\/li>\n\n\n\n<li>Le 21\/12 au CSA minist\u00e9riel&nbsp;: pr\u00e9sentation d\u2019un sch\u00e9ma emploi revu (1<sup>er<\/sup> et 2<sup>nd<\/sup> degr\u00e9).<\/li>\n\n\n\n<li>Une \u00e9quipe de chercheurs travaille sur la question de la mobilit\u00e9 en vue du mouvement 2025 ; des pistes seront donn\u00e9es au printemps prochain.<\/li>\n<\/ul>\n\n\n\n<p><strong>LE SNALC A INSIST\u00c9 SUR\u2026<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La taille des classes, d\u2019autant que les derni\u00e8res annonces minist\u00e9rielles en font clairement un enjeu&nbsp;: comment faire des groupes de 15 \u00e9l\u00e8ves, cr\u00e9er des classes pr\u00e9pa-lyc\u00e9e ?<\/li>\n\n\n\n<li>La question des remplacements qui va avec&nbsp;: augmentation des TZR, brigades, afin d\u2019\u00e9viter d\u2019avoir des classes surcharg\u00e9es, des \u00e9l\u00e8ves des coll\u00e8gues absents en primaire par exemple.<\/li>\n\n\n\n<li>Le climat scolaire : le rapport Pisa constate qu\u2019il est particuli\u00e8rement mauvais en France ; or, il a des cons\u00e9quences \u00e9videntes sur le bien-\u00eatre au travail.<\/li>\n\n\n\n<li>Le temps de travail, non abord\u00e9 alors qu\u2019il existe des chiffres sur le sujet (r\u00e9unions de plus en plus fr\u00e9quentes, formation continue y compris \u00e0 distance, etc.).<\/li>\n\n\n\n<li>Les fins de carri\u00e8re d\u00e9j\u00e0 difficiles et qui ne risquent pas de s\u2019am\u00e9liorer avec la r\u00e9forme des retraites.<\/li>\n\n\n\n<li>L\u2019\u00e9cole inclusive, difficile \u00e0 g\u00e9rer pour la quasi-totalit\u00e9 des enseignants.<\/li>\n<\/ul>\n\n\n\n<p>L\u2019AVIS DU SNALC<\/p>\n\n\n\n<p><strong>Le p\u00e9rim\u00e8tre de ce GT a clairement pos\u00e9 un probl\u00e8me : l\u2019action sociale est un sujet \u00e0 part enti\u00e8re en lien avec l\u2019attractivit\u00e9, mais hors sujet dans un GT sur les conditions de travail. De plus, alors que ce GT est cens\u00e9 concerner les personnels enseignants-CPE-Psy-EN, aucun des chiffres donn\u00e9s ne les concernent en particulier.<\/strong><\/p>\n\n\n\n<p><strong>La r\u00e9ponse de l\u2019administration \u00e0 notre question sur le p\u00e9rim\u00e8tre de ce groupe de travail montre clairement qu\u2019elle n\u2019en savait rien en amont, puisqu\u2019elle propose d\u2019ici la fin de l\u2019ann\u00e9e de le pr\u00e9ciser. Autrement dit, ce GT n\u2019aura pas fait avancer grand-chose sur le sujet des conditions de travail.<\/strong><\/p>\n\n\n\n<p><a
