{"id":3259,"date":"2024-06-12T07:19:54","date_gmt":"2024-06-12T05:19:54","guid":{"rendered":"https:\/\/snalc.org\/snalc2023\/?p=3259"},"modified":"2024-06-12T07:19:55","modified_gmt":"2024-06-12T05:19:55","slug":"taux-de-promotion-au-grade-classe-exceptionnelle","status":"publish","type":"post","link":"https:\/\/snalc.org\/snalc2023\/?p=3259","title":{"rendered":"Taux de promotion au grade classe exceptionnelle"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/snalc.fr\/wp-content\/uploads\/chiffres_freepik.com_violettekaipa.jpg\" alt=\"\" class=\"wp-image-42026\"\/><figcaption class=\"wp-element-caption\">\u00a9 freepik.com_violettekaipa<\/figcaption><\/figure>\n\n\n\n<p><strong>Le SNALC a eu raison, chiffres \u00e0 l\u2019appui<\/strong><\/p>\n\n\n\n<p><strong>1.La disparition des viviers de promotion<\/strong><\/p>\n\n\n\n<p>Rappelons les chiffres pour les promotions \u00e0 la classe exceptionnelle de 2022 : 14955, tous corps confondus.<\/p>\n\n\n\n<p>La disparition des viviers a permis d\u2019en finir avec le contingentement entre les viviers 1 et 2, et d\u2019en finir avec un grade plafonn\u00e9 \u00e0 10 % puis 10,5 % du corps.<\/p>\n\n\n\n<p>La disparition de ce taux plafonn\u00e9 a permis non seulement de p\u00e9renniser des promotions annuelles, mais de les accro\u00eetre.<\/p>\n\n\n\n<p>Sans la <em>d\u00e9fonctionnalisation<\/em> du vivier 1, le nombre de promotions en 2023 n\u2019aurait pas \u00e9t\u00e9 de 19&nbsp;145, mais de 14265. <strong>Le gain est de 4880 promotions.<\/strong><\/p>\n\n\n\n<p>Pour 2024, les projections annoncent 20&nbsp;016 promotions, au lieu de 6&nbsp;726 qui auraient \u00e9t\u00e9 r\u00e9alis\u00e9es avec le maintien des viviers. &nbsp;<strong>Le gain est de 13290 promotions.<\/strong><\/p>\n\n\n\n<p>Ces chiffres d\u00e9montrent que le SNALC a eu raison de se battre pour les modifications d\u2019acc\u00e8s \u00e0 la classe exceptionnelle.<\/p>\n\n\n\n<p>Le SNALC a d\u00e9fendu sa position en prenant exemple sur l\u2019acc\u00e8s au grade hors classe, c\u2019est-\u00e0-dire en \u00e9tablissant un ratio promouvables\/promus (dit \u00ab&nbsp;pro-pro&nbsp;\u00bb), en ayant la garantie du maintien en 2024 du nombre de promotions 2023. Il restait donc \u00e0 \u00e9tablir les taux, et \u00e0 les fixer pour la p\u00e9riode 2024-2026.<\/p>\n\n\n\n<p><strong>2.Taux pour les promotions au grade de la classe exceptionnelle par corps&nbsp;<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/snalc.fr\/wp-content\/uploads\/CLASSE_EX_TAUX_2023-261-300x157.jpg\" alt=\"\" class=\"wp-image-42028\"\/><\/figure>\n\n\n\n<p>La DGRH a \u00e9tabli une pr\u00e9vision, \u00e0 partir des effectifs connus actuellement, pour les prochaines ann\u00e9es&nbsp;:<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/snalc.fr\/wp-content\/uploads\/CLASSE_EX_TAUX_2023-26-1024x248.jpg\" alt=\"\" class=\"wp-image-42029\"\/><\/figure>\n\n\n\n<p>L\u2019option d\u00e9fendue par le SNALC permet ainsi de garantir des promotions par corps et d\u2019\u00e9tablir une \u00e9quit\u00e9 entre les corps, en adaptant le taux \u00e0 l\u2019objectif de promotions en valeur absolue. Cela permet de rattraper les retards de promotion dans certains corps comme celui des PE et des agr\u00e9g\u00e9s.<\/p>\n\n\n\n<p><strong>3.Etablissement des avis par les \u00e9valuateurs : corps d\u2019inspection, chefs d\u2019\u00e9tablissement, chefs de service<\/strong><\/p>\n\n\n\n<p>Il \u00e9tait pr\u00e9vu qu\u2019aucun quota pour l\u2019\u00e9tablissement des avis n\u2019\u00e9tait \u00e9tabli. La DGRH nous a confirm\u00e9 n\u2019avoir donn\u00e9 aucune consigne de mise en place de quota, ce que nous confirment plusieurs rectorats.<\/p>\n\n\n\n<p>Les amendements du SNALC ont \u00e9t\u00e9 retenus en partie au CSA minist\u00e9riel, en exigeant des justifications pour les avis <em>Tr\u00e8s Favorable<\/em> et <em>D\u00e9favorable<\/em>.
