La DGRH a produit une pr\u00e9vision, \u00e0 partir des effectifs connus actuellement, pour les prochaines ann\u00e9es&nbsp;:<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/snalc.fr\/wp-content\/uploads\/SNALC-classe-ex-tab-evolution-1024x415.png\" alt=\"\" class=\"wp-image-42511\"\/><\/figure>\n\n\n\n<p><a href=\"https:\/\/snalc.fr\/wp-content\/uploads\/SNALC-classe-ex-tab-evolution.png\"><\/a><\/p>\n\n\n\n<p>Sans la \u00ab&nbsp;d\u00e9fonctionnalisation&nbsp;\u00bb du vivier 1 et sans le passage \u00e0 un rapport promouvables\/promus (pro\/pro) d\u00e9fendu par le SNALC, le nombre de promotions en 2023 n\u2019aurait pas \u00e9t\u00e9 de 19&nbsp;145, mais seulement de 14&nbsp;265. En 2024, 20&nbsp;016 promotions sont pr\u00e9vues au lieu de 6&nbsp;726 selon les pr\u00e9c\u00e9dentes modalit\u00e9s.<\/p>\n\n\n\n<p>L\u2019adoption du rapport pro\/pro permet donc de garantir des promotions et d\u2019\u00e9tablir une \u00e9quit\u00e9 entre les corps. En effet, adapter le taux \u00e0 l\u2019objectif de promotions en valeur absolue, permet de rattraper les retards de promotion dans certains corps \u2013 comme celui des PE (29&nbsp;% de promouvables seront promus) et de fa\u00e7on moindre pour les agr\u00e9g\u00e9s (13.5&nbsp;%).<\/p>\n\n\n\n<p><strong>Concernant l\u2019attribution des avis, la DGRH a confirm\u00e9 n\u2019avoir donn\u00e9 aucune consigne de mise en place de quota. <\/strong>Aucun \u00e9valuateur ne peut donc se r\u00e9fugier derri\u00e8re cet argument pour expliquer n\u2019avoir pu donner le meilleur avis. C\u2019est bel et bien <strong>son choix<\/strong>.<\/p>\n\n\n\n<p>Les amendements du SNALC ont \u00e9t\u00e9 retenus en partie au CSA minist\u00e9riel, notamment l\u2019obligation de justifier les avis <em>Tr\u00e8s Favorable<\/em> et <em>D\u00e9favorable<\/em>. Notre demande concernant l\u2019avis <em>Favorable<\/em> n\u2019a pas \u00e9t\u00e9 retenue cette ann\u00e9e alors que cet avis est essentiel pour mesurer l\u2019attente des \u00e9valuateurs pour l\u2019attribution l\u2019ann\u00e9e suivante d\u2019un avis <em>Tr\u00e8s favorable<\/em>.<\/p>\n\n\n\n<p>Malgr\u00e9 la p\u00e9rennisation des promotions, le grade sommital qu\u2019est la classe exceptionnelle n\u2019est toujours pas accessible \u00e0 tous. Pour le SNALC, la suite logique du passage au rapport pro\/pro est de faire de la classe exceptionnelle un grade de d\u00e9bouch\u00e9 pour tous les personnels r\u00e9alisant une carri\u00e8re compl\u00e8te.<\/p>\n\n\n\n<p>Si la promotion de grade prend autant d\u2019importance pour les personnels, c\u2019est bien parce que c\u2019est le seul moyen de conna\u00eetre <strong>une progression salariale<\/strong> ou plus souvent encore de <strong>maintenir son pouvoir d\u2019achat<\/strong>. En l\u2019absence d\u2019une revalorisation globale alors que les carri\u00e8res s\u2019allongent, l\u2019acc\u00e8s au dernier grade se doit d\u2019\u00eatre plus fr\u00e9quent mais aussi plus pr\u00e9coce.
