la carri\u00e8re<\/a>, <a href=\"https:\/\/snalc.fr\/category\/les-metiers\/agreges-certifies-plp\/\">Professeurs agr\u00e9g\u00e9s, certifi\u00e9s, PLP<\/a>, <a href=\"https:\/\/snalc.fr\/category\/les-metiers\/professeurs-ecoles\/\">Professeurs des \u00e9coles<\/a>, <a href=\"https:\/\/snalc.fr\/category\/dossiers\/remunerations\/\">R\u00e9mun\u00e9rations<\/a><\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/snalc.fr\/wp-content\/uploads\/prof_freepik.com_prostock-studio_1219.jpg\" alt=\"\" class=\"wp-image-53482\"\/><figcaption class=\"wp-element-caption\">\u00a9 freepik.com_prostock-studio_1219<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">DYNAMISATION DES MILIEUX DE CARRI\u00c8RE DES ENSEIGNANTS<\/h2>\n\n\n\n<h2 class=\"wp-block-heading\">ET CORPS ASSIMIL\u00c9S<\/h2>\n\n\n\n<h2 class=\"wp-block-heading\">Groupe de travail minist\u00e9riel<\/h2>\n\n\n\n<h2 class=\"wp-block-heading\">en pr\u00e9sence des organisations syndicales repr\u00e9sentatives<\/h2>\n\n\n\n<h2 class=\"wp-block-heading\">9 avril 2025<\/h2>\n\n\n\n<p><strong>Compte rendu du SNALC<\/strong><\/p>\n\n\n\n<p><strong>LE TH\u00c8ME<\/strong><\/p>\n\n\n\n<p>Les pistes envisag\u00e9es par le minist\u00e8re pour \u00ab&nbsp;dynamiser&nbsp;\u00bb les milieux de carri\u00e8re.<\/p>\n\n\n\n<p><strong>L\u2019ESSENTIEL<\/strong><\/p>\n\n\n\n<p>Cf. le <a href=\"https:\/\/snalc.fr\/wp-content\/uploads\/20250409-Doc-MEN-SNALC-PPT-dynamisation-milieu-de-carriere.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">document de travail du Minist\u00e8re<\/a>.<\/p>\n\n\n\n<p>Le projet qui a la faveur du minist\u00e8re, sous r\u00e9serve d\u2019arbitrages budg\u00e9taires favorables, est le suivant&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>R\u00e9duction de six mois de la dur\u00e9e des \u00e9chelons 5, 6 et 7, et d\u2019un an de la dur\u00e9e de l\u2019\u00e9chelon 8\u00a0;<\/li>\n\n\n\n<li>Augmentation des possibilit\u00e9s de promotion au grade de la hors classe, passant de 23\u00a0% en 2025 \u00e0 25\u00a0% en 2026, 27\u00a0% en 2027 et 29\u00a0% en 2028 (taux promouvables-promus)\u00a0;<\/li>\n\n\n\n<li>R\u00e9vision du cadencement des rendez-vous de carri\u00e8re (RDVC), avec le 1<sup>er<\/sup> RDVC organis\u00e9 quatre ans apr\u00e8s la titularisation (bilan de l\u2019entr\u00e9e dans le m\u00e9tier), le 2<sup>\u00e8me<\/sup> RDVC en amont de la plage d\u2019appel \u00e0 la hors classe, et le 3<sup>\u00e8me<\/sup> RDVC en amont de la plage d\u2019appel \u00e0 la classe exceptionnelle\u00a0;<\/li>\n\n\n\n<li>Fin du dispositif des bonifications d\u2019anciennet\u00e9 accord\u00e9es au cours des deux premiers RDVC (ce qui permet de r\u00e9cup\u00e9rer de l\u2019argent pour financer une partie des mesures).<\/li>\n<\/ul>\n\n\n\n<p><strong>LE SNALC A INSIST\u00c9 SUR<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le fait que ce projet n\u2019est pas un rattrapage salarial pour tous les coll\u00e8gues, et ne correspond donc pas \u00e0 nos demandes, quand bien m\u00eame il constitue une am\u00e9lioration de l\u2019existant\u00a0;<\/li>\n\n\n\n<li>La n\u00e9cessit\u00e9 de r\u00e9duire la dur\u00e9e de l\u2019\u00e9chelon 6 de 1 an et non de 6 mois, pour correspondre \u00e0 l\u2019ancien rendez-vous de carri\u00e8re du 6<sup>e<\/sup> \u00e9chelon et \u00e0 l\u2019acc\u00e9l\u00e9ration de 1 an qu\u2019obtenaient 30\u00a0% des coll\u00e8gues, sans quoi ces 30\u00a0% sont l\u00e9s\u00e9s\u00a0;<\/li>\n\n\n\n<li>Le fait que tous les coll\u00e8gues ne commencent pas \u00e0 l\u2019\u00e9chelon 1, et que des coll\u00e8gues reclass\u00e9s \u00e0 un \u00e9chelon \u00e9lev\u00e9 risquent d\u2019avoir leur 2<sup>e<\/sup> RDVC avant ou en m\u00eame temps que le 1<sup>er\u00a0<\/sup>;<\/li>\n\n\n\n<li>Son refus d\u2019un RDVC pour la classe exceptionnelle, et plus encore s\u2019il s\u2019accompagne d\u2019une appr\u00e9ciation finale p\u00e9renne.<\/li>\n<\/ul>\n\n\n\n<p><strong>L\u2019AVIS DU SNALC<\/strong><\/p>\n\n\n\n<p><strong>Une fois encore, on travaille sur des mesures ne concernant que certains coll\u00e8gues, et oubliant donc tous les autres. Si le SNALC est \u00e9videmment favorable \u00e0 la r\u00e9duction de la dur\u00e9e pass\u00e9e dans plusieurs \u00e9chelons et \u00e0 l\u2019augmentation du taux de promotion pour acc\u00e9der \u00e0 la hors-classe, il constate que le minist\u00e8re n\u2019est toujours pas capable de faire un r\u00e9el rattrapage salarial pour l\u2019ensemble de la profession. Les enseignants sont en moyenne pay\u00e9s 1000\u20ac de moins par moins que les autres cat\u00e9gories A de la fonction publique d\u2019\u00c9tat (cf. le rapport annuel 2024 sur l\u2019\u00e9tat de la fonction publique)&nbsp;: ce n\u2019est pas cette \u00e9ventuelle mesure qui va y changer grand-chose.<\/strong><\/p>\n\n\n\n<p><strong>En mettant en place des mesures ponctuelles sans coh\u00e9rence d\u2019une ann\u00e9e sur l\u2019autres, et entrecoup\u00e9es d\u2019ann\u00e9es blanches comme l\u2019ann\u00e9e 2025, le minist\u00e8re met des (tr\u00e8s petits) pansement sur une (tr\u00e8s grande) jambe de bois.<\/strong><\/p>\n\n\n\n<p><strong>Le SNALC continue de revendiquer un rattrapage salarial pour tous, appuy\u00e9 sur une loi de programmation pluriannuelle, seul moyen
