{"id":4393,"date":"2025-05-24T14:58:33","date_gmt":"2025-05-24T12:58:33","guid":{"rendered":"https:\/\/snalc.org\/snalc2023\/?p=4393"},"modified":"2025-05-24T14:58:36","modified_gmt":"2025-05-24T12:58:36","slug":"climat-scolaire-compte-rendu-du-23-mai-2025","status":"publish","type":"post","link":"https:\/\/snalc.org\/snalc2023\/?p=4393","title":{"rendered":"Climat scolaire : compte rendu du 23 mai 2025"},"content":{"rendered":"\n<p><strong>LE TH\u00c8ME<\/strong><\/p>\n\n\n\n<p>Le Minist\u00e8re a produit un projet de document intitul\u00e9 <em>Propositions de mesures pour une \u00c9cole s\u00fbre et protectrice <\/em>sur lequel il souhaite travailler avec les organisations syndicales repr\u00e9sentatives.<\/p>\n\n\n\n<p><strong>L\u2019ESSENTIEL<\/strong><\/p>\n\n\n\n<p>Les mesures propos\u00e9es s\u2019articulent en deux ambitions&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Une \u00e9cole s\u00fbre et protectrice ;<\/li>\n\n\n\n<li>Une \u00e9cole du respect et de l\u2019\u00e9mancipation.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Les propositions concernent&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Le renforcement de la s\u00e9curit\u00e9 gr\u00e2ce aux services de d\u00e9fense et de s\u00e9curit\u00e9 acad\u00e9miques, aux \u00e9quipes mobiles de s\u00e9curit\u00e9, aux r\u00e9f\u00e9rents\u2026 ;<\/li>\n\n\n\n<li>Le recueil de la parole des \u00e9l\u00e8ves, la pause num\u00e9rique, le CESCE ;<\/li>\n\n\n\n<li>Les proc\u00e9dures disciplinaires avec les mesures de responsabilisation ou de justice r\u00e9paratrice et le renforcement de l\u2019autorit\u00e9 p\u00e9dagogique ;<\/li>\n\n\n\n<li>La parentalit\u00e9 et le rapport entre parents et personnels ;<\/li>\n\n\n\n<li>L\u2019engagement des \u00e9l\u00e8ves.<\/li>\n<\/ul>\n\n\n\n<p><strong>LE SNALC A INSIST\u00c9 SUR<\/strong><\/p>\n\n\n\n<p>Le texte met en lumi\u00e8re des \u00e9l\u00e9ments int\u00e9ressants qui reposent sur deux piliers essentiels : la pr\u00e9vention et l\u2019\u00e9ducation d\u2019une part, et la s\u00e9curit\u00e9 d\u2019autre part. Toutefois, pour que ce syst\u00e8me fonctionne de mani\u00e8re harmonieuse, il est crucial de lui fournir les ressources n\u00e9cessaires.<\/p>\n\n\n\n<p>Or, on manque de professeurs, les \u00e9quipes de Vie Scolaire ont \u00e9t\u00e9 r\u00e9duites, et on a environ un Psy-EN et un personnel infirmier pour 1 500 \u00e9l\u00e8ves, avec des infirmi\u00e8res sur des postes partag\u00e9s qui doivent, en plus, se diviser entre les \u00e9coles des bassins. <strong>Sans moyens humains ad\u00e9quats, le travail sur le climat scolaire est vain.<\/strong><\/p>\n\n\n\n<p>Dans le premier degr\u00e9, la situation est encore plus complexe. En effet, le SNALC r\u00e9clame depuis des ann\u00e9es la cr\u00e9ation d\u2019un m\u00e9tier qui pourrait \u00eatre un m\u00e9tier d\u2019accueil ou de vie scolaire pour g\u00e9rer la relation avec les usagers et, pourquoi pas, la cour de r\u00e9cr\u00e9ation.<\/p>\n\n\n\n<p>Certaines id\u00e9es, comme celle de responsabiliser les parents, sont bien accueillies par le SNALC. Toutefois, l\u2019instauration d\u2019un contrat pose question, car celui-ci impliquerait des engagements et n\u00e9cessiterait des mesures en cas de non-respect.<\/p>\n\n\n\n<p>Par ailleurs, contrairement \u00e0 d\u2019autres, le SNALC n\u2019est pas favorable \u00e0 une co\u00e9ducation ou la multiplication des canaux de communication. &nbsp;Il pr\u00e9f\u00e8re l\u2019am\u00e9lioration et l\u2019application stricte des canaux existants, notamment \u00e0 travers une charte de bonne conduite pour pr\u00e9venir les d\u00e9bordements.<\/p>\n\n\n\n<p>Responsabiliser les \u00e9l\u00e8ves est \u00e9galement crucial. Il est essentiel de trouver un juste \u00e9quilibre entre les sanctions et les mesures de responsabilisation et de r\u00e9paration, soutenues par le SNALC. Enfin, il est important de donner un v\u00e9ritable sens aux instances telles que les Conseils de Vie Lyc\u00e9enne (CVL) et les Conseils de Vie Coll\u00e9gienne (CVC).<\/p>\n\n\n\n<p><strong>L\u2019AVIS DU SNALC<\/strong><\/p>\n\n\n\n<p><strong>Le SNALC soutient fermement la protection des personnels et des \u00e9l\u00e8ves.<\/strong><\/p>\n\n\n\n<p><strong>Toutefois, nous constatons un Minist\u00e8re davantage pr\u00e9occup\u00e9 par sa communication, qui multiplie les dispositifs sans les coordonner ni \u00e9valuer l\u2019efficacit\u00e9 de sa politique actuelle.<\/strong><\/p>\n\n\n\n<p><strong>La question des moyens est ignor\u00e9e, et les objectifs fix\u00e9s semblent inatteignables dans l\u2019\u00e9tat actuel des choses.<\/strong><\/p>\n\n\n\n<p><strong>Le SNALC milite pour la s\u00e9curit\u00e9 des personnels et le renforcement de l\u2019autorit\u00e9 p\u00e9dagogique.
