{"id":5110,"date":"2026-04-30T06:38:45","date_gmt":"2026-04-30T04:38:45","guid":{"rendered":"https:\/\/snalc.org\/snalc2023\/?p=5110"},"modified":"2026-04-30T06:38:47","modified_gmt":"2026-04-30T04:38:47","slug":"atelier-demographie-compte-rendu-du-21-avril-2026","status":"publish","type":"post","link":"https:\/\/snalc.org\/snalc2023\/?p=5110","title":{"rendered":"Atelier d\u00e9mographie : compte rendu du 21 avril 2026"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/snalc.fr\/wp-content\/uploads\/demographie_freepik_peshkovagalina.jpg\" alt=\"\" class=\"wp-image-65607\"\/><figcaption class=\"wp-element-caption\">\u00a9 freepik_peshkovagalina<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Atelier minist\u00e9riel avec les organisations repr\u00e9sentatives<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Compte rendu du SNALC du 21 avril 2026<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>R\u00e9union pr\u00e9sid\u00e9e par le ministre. 3 autres r\u00e9unions pr\u00e9vues d\u2019ici septembre : d\u00e9mographie des personnels, conditions d\u2019enseignement, allocation (pluriannuelle) des moyens.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>Atelier n\u00b01<\/strong> : <strong>Baisse d\u00e9mographique de la population scolaire et anticipation des \u00e9volutions de l\u2019offre scolaire<\/strong><\/em><\/p>\n\n\n\n<h5 class=\"wp-block-heading\">LE TH\u00c8ME<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019\u00e9volution des effectifs \u00e9l\u00e8ves \u00e0 l\u2019horizon 2035.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">L\u2019ESSENTIEL<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">Pr\u00e9sentation des projections \u00e0 l\u2019horizon 2035 des effectifs premier et second degr\u00e9s, avec d\u00e9tails sur les acad\u00e9mies, d\u00e9partements et diff\u00e9rents niveaux du syst\u00e8me \u00e9ducatif (voir ci-dessous).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Une quinzaine de d\u00e9partements (non encore d\u00e9termin\u00e9s) devraient se lancer dans une forme d\u2019exp\u00e9rimentation pour r\u00e9fl\u00e9chir \u00e0 l\u2019allocation et \u00e0 la r\u00e9partition des moyens (voir ci-dessous).<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">LE SNALC A INSIST\u00c9 SUR<\/h5>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>La d\u00e9mographie n\u2019est pas une fatalit\u00e9<\/strong> : l\u2019\u00e9tat de l\u2019\u00c9cole fait partie des facteurs, et il faudrait am\u00e9liorer les conditions de travail, baisser la taille des classes, revoir le fonctionnement de l\u2019\u00e9cole inclusive.<\/li>\n\n\n\n<li><strong>Ce n\u2019est pas parce qu\u2019il y aura moins d\u2019\u00e9l\u00e8ves qu\u2019il faut conserver le m\u00eame taux d\u2019encadrement<\/strong>. L\u2019\u00c9cole est aussi un sujet politique, et non uniquement d\u00e9mographique. La preuve : on a supprim\u00e9 des milliers de postes dans le second degr\u00e9 alors que le nombre d\u2019\u00e9l\u00e8ves augmentait.<\/li>\n<\/ul>\n\n\n\n<h5 class=\"wp-block-heading\">L\u2019AVIS DU SNALC<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">Le travail de projection effectu\u00e9 est de qualit\u00e9, mais la question pour le SNALC est de savoir ce qu\u2019on va en faire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour le SNALC, la baisse en cours de la d\u00e9mographie, qui devrait se poursuivre, doit permettre une <strong>am\u00e9lioration des conditions de travail des personnels et des \u00e9l\u00e8ves<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Or, on voit bien que les r\u00e9flexions \u00e0 court terme n\u2019ont jusqu\u2019\u00e0 pr\u00e9sent pas pris ce chemin, notamment dans le second degr\u00e9 o\u00f9 l\u2019on a repris, pour la rentr\u00e9e 2026, 100 % des postes correspondant \u00e0 la baisse d\u00e9mographique (donc aucune am\u00e9lioration au niveau national).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Il faut r\u00e9fl\u00e9chir sur l\u2019\u00c9cole qu\u2019on veut pour le pays, et non partir de l\u2019\u00c9cole qu\u2019on a, car l\u2019\u00c9cole qu\u2019on a est en grave crise et ne peut continuer ainsi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Documents \u00e0 t\u00e9l\u00e9charger :<\/strong><\/p>\n\n\n\n<ul
