{"id":5160,"date":"2026-05-26T22:57:06","date_gmt":"2026-05-26T20:57:06","guid":{"rendered":"https:\/\/snalc.org\/snalc2023\/?p=5160"},"modified":"2026-05-26T22:57:09","modified_gmt":"2026-05-26T20:57:09","slug":"hausse-du-smic-au-1er-juin-une-bonne-nouvelle","status":"publish","type":"post","link":"https:\/\/snalc.org\/snalc2023\/?p=5160","title":{"rendered":"Hausse du SMIC au 1er juin : une bonne nouvelle\u2026"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em>Par Anne MUGNIER, membre du Bureau national du SNALC charg\u00e9e des r\u00e9mun\u00e9rations.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Avec la contribution de Danielle ARNAUD, secr\u00e9taire nationale du SNALC charg\u00e9e des personnels contractuels, et de Christophe DOMENGE, SNALC de Grenoble (graphiques).<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>L\u2019annonce \u00e9tait attendue :&nbsp;<a href=\"https:\/\/travail-emploi.gouv.fr\/revalorisation-du-smic-au-1er-juin-2026\">le SMIC est revaloris\u00e9<\/a>&nbsp;de 2,41&nbsp;% au 1<sup>er<\/sup>&nbsp;juin et passe de 1&nbsp;823,03&nbsp;\u20ac \u00e0 1&nbsp;867,02&nbsp;\u20ac brut par mois, soit une hausse mensuelle de 43,99&nbsp;\u20ac brut. En effet, il est index\u00e9 sur l\u2019inflation, actuellement en forte hausse en raison des tensions g\u00e9opolitiques au Proche-Orient.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>En revanche, ce n\u2019est pas le cas de la valeur du point d\u2019indice qui d\u00e9termine le niveau des traitements dans la fonction publique&nbsp;: apr\u00e8s avoir \u00e9t\u00e9 officiellement d\u00e9sindex\u00e9e de l\u2019inflation en 1982, elle en a fortement d\u00e9croch\u00e9 \u00e0 partir des ann\u00e9es 2000, avant d\u2019\u00eatre r\u00e9guli\u00e8rement gel\u00e9e \u00e0 partir de 2010.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>La derni\u00e8re revalorisation du point d\u2019indice date de juillet 2023, suivie en janvier 2024 d\u2019une hausse de 5 points des indices major\u00e9s de toutes les grilles de r\u00e9mun\u00e9ration. Ces mesures ont \u00e9t\u00e9 loin de compenser l\u2019inflation, et le dispositif de la GIPA, destin\u00e9 \u00e0 compenser la perte effective de pouvoir d\u2019achat, a \u00e9t\u00e9 parall\u00e8lement suspendu en 2024.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><a href=\"https:\/\/snalc.fr\/hausse-du-smic-au-1er-juin\/#_ftnref1\"><\/a><\/em><\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/snalc.fr\/wp-content\/uploads\/QU1514-SMIC-point-indice-2026.jpg\" alt=\"\" class=\"wp-image-66390\"\/><\/figure>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/snalc.fr\/wp-content\/uploads\/QU1514-point-indice-inflation.jpg\" alt=\"\" class=\"wp-image-66389\"\/><\/figure>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/snalc.fr\/wp-content\/uploads\/QU1514-devaluation-point-indice.jpg\" alt=\"\" class=\"wp-image-66391\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Si toute augmentation du SMIC reste donc une bonne nouvelle pour les plus petits salaires, elle a, en l\u2019absence de politique de revalorisation globale, des cons\u00e9quences sur l\u2019ensemble des grilles et espaces indiciaires de la fonction publique qui p\u00e8sent sur son attractivit\u00e9, notamment dans l\u2019\u00c9ducation nationale.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tout d\u2019abord, la hausse du SMIC a un impact direct et concret sur les grilles et espaces indiciaires des cat\u00e9gories les moins bien r\u00e9mun\u00e9r\u00e9es dans l\u2019\u00c9ducation nationale&nbsp;:&nbsp;<strong>personnels contractuels et personnels titulaires de cat\u00e9gorie C, voire B<\/strong>. En effet, la valeur mensuelle du point d\u2019indice \u00e9tant actuellement fix\u00e9e \u00e0 4,92\u20ac brut, l\u2019indice major\u00e9 doit \u00eatre au minimum de 380 pour que le traitement mensuel brut atteigne le niveau du SMIC. Or, de nombreux \u00e9chelons et niveaux ont un indice inf\u00e9rieur dans ces cat\u00e9gories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ainsi, au 1<sup>er<\/sup>&nbsp;juin 2026, les deux premiers \u00e9chelons de la grille indiciaire des&nbsp;<strong>AESH<\/strong>, correspondant respectivement aux indices major\u00e9s 371 et 375, ne permettent plus d\u2019atteindre un traitement brut au moins \u00e9gal au SMIC. Les AESH devront donc&nbsp;<em>a minima<\/em>&nbsp;\u00eatre r\u00e9mun\u00e9r\u00e9s \u00e0 l\u2019\u00e9chelon 3, soit \u00e0 l\u2019indice major\u00e9 380, qu\u2019ils aient presque 9 ans d\u2019anciennet\u00e9 de services ou qu\u2019ils viennent d\u2019\u00eatre recrut\u00e9s&nbsp;!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De m\u00eame,&nbsp;<strong>les assistants d\u2019\u00e9ducation en CDI<\/strong>, r\u00e9mun\u00e9r\u00e9s \u00e0 l\u2019indice major\u00e9 375, devront percevoir une indemnit\u00e9 diff\u00e9rentielle pour atteindre au moins le SMIC.&nbsp;<strong>Les AED en CDD<\/strong>, toujours r\u00e9mun\u00e9r\u00e9s \u00e0 l\u2019indice major\u00e9 366 verront leur indemnit\u00e9 diff\u00e9rentielle, vers\u00e9e depuis novembre 2024, augmenter. En CDD ou en CDI, tous les AED se retrouvent donc au SMIC&nbsp;!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Enfin, l\u2019espace indiciaire des&nbsp;<strong>contractuels enseignants, CPE et Psy-EN<\/strong>&nbsp;de premi\u00e8re cat\u00e9gorie d\u00e9butant \u00e0 l\u2019indice major\u00e9 376, les coll\u00e8gues r\u00e9mun\u00e9r\u00e9s \u00e0 cet indice verront&nbsp;<em>de facto<\/em>&nbsp;leur traitement brut augmenter, soit par un passage \u00e0 l\u2019indice major\u00e9 du niveau 2 qui est de 393, soit par le versement d\u2019une indemnit\u00e9 diff\u00e9rentielle SMIC, alors qu\u2019ils occupent des emplois de cadres\u2026<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chez les fonctionnaires de&nbsp;<strong>cat\u00e9gorie C (ADJAENES, ATRF)<\/strong>, la situation est catastrophique&nbsp;: l\u2019ensemble de la grille du premier grade, hormis le dernier \u00e9chelon, devient obsol\u00e8te, ainsi qu\u2019une bonne partie des \u00e9chelons du grade sup\u00e9rieur. Les&nbsp;<strong>cat\u00e9gories B (SAENES, TRF)<\/strong>&nbsp;sont \u00e9galement touch\u00e9es sur une partie des \u00e9chelons des deux premiers grades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En l\u2019absence de revalorisation conjointe de la valeur du point d\u2019indice, il existe deux possibilit\u00e9s pour remettre \u00e0 niveau les r\u00e9mun\u00e9rations inf\u00e9rieures au SMIC&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>la r\u00e9fection de l\u2019ensemble des grilles<\/li>\n\n\n\n<li>ou la mise en place d\u2019une indemnit\u00e9 diff\u00e9rentielle compensatoire.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">La seconde solution, qui ne n\u00e9cessite aucune concertation, est g\u00e9n\u00e9ralement privil\u00e9gi\u00e9e.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En cons\u00e9quence, plus les salaires sont bas, plus les grilles sont \u00e9cras\u00e9es, au point que les changements d\u2019\u00e9chelon ou de niveau n\u2019entra\u00eenent qu\u2019une augmentation infime, voire inexistante pour les indices inf\u00e9rieurs au niveau du SMIC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Plus globalement, c\u2019est la notion m\u00eame de carri\u00e8re qui est mise \u00e0 mal pour l\u2019ensemble de nos professions, puisque toutes les grilles se rapprochent du niveau du SMIC, y compris pour les plus dipl\u00f4m\u00e9s. Et un m\u00e9tier dans lequel il n\u2019est pas possible d\u2019envisager une carri\u00e8re n\u2019attire \u00e9videmment pas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C\u2019est pourquoi toute hausse l\u00e9gitime du SMIC rend plus pressantes les demandes du SNALC&nbsp;:&nbsp;<strong>m\u00eame indexation de la valeur du point d\u2019indice sur l\u2019inflation et r\u00e9fection g\u00e9n\u00e9rale de toutes les grilles et espaces indiciaires.
