Ils alimentent d\u2019autant plus les d\u00e9bats que les \u00e9tudes quantitatives sont rares sur ces th\u00e8mes. Conscient de ce fait, le SNALC UPEC a d\u00e9cid\u00e9 de lancer une enqu\u00eate sur la promotion locale \u00e0 l\u2019universit\u00e9 Paris Est.&nbsp; <\/strong><\/p><p><strong>Bien entendu les r\u00e8gles de la repr\u00e9sentativit\u00e9 nous interdisent de g\u00e9n\u00e9raliser les r\u00e9sultats mais on peut \u00e9mettre l\u2019hypoth\u00e8se que les probl\u00e8mes rencontr\u00e9s \u00e0 l\u2019UPEC le sont aussi dans d\u2019autres universit\u00e9s, les facteurs de contingence \u00e9tant, somme toute, limit\u00e9s. <\/strong><\/p><p><strong>Dans tous les cas, notre souhait est que cette enqu\u00eate soit dupliqu\u00e9e \u00e0 toutes les universit\u00e9s pour que soit entendue la voix des personnels qui contredit tr\u00e8s souvent les discours convenus sur le sujet. Pour le SNALC, il est temps de mettre le m\u00e9rite au c\u0153ur de la politique de promotion.<\/strong><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-4b5347a elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"4b5347a\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-5e296cd\" data-id=\"5e296cd\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-cfb7097 elementor-widget elementor-widget-text-editor\" data-id=\"cfb7097\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"color: #ff6600;\"><strong>CONTEXTE<\/strong><\/span><\/p><p>L\u2019\u00e9tude sur la <strong>politique de promotion locale de l\u2019universit\u00e9 Paris-Est Cr\u00e9teil<\/strong> a \u00e9t\u00e9 men\u00e9e fin 2022. Le questionnaire en ligne a \u00e9t\u00e9 adress\u00e9 \u00e0 l\u2019ensemble des personnels de l\u2019universit\u00e9. 233 r\u00e9ponses ont \u00e9t\u00e9 enregistr\u00e9es sur 2240 inscrits dans la base de sondage, soit un <strong>taux de r\u00e9ponse de 10.4%<\/strong>.<\/p><p>&nbsp;<\/p><p><span style=\"color: #ff6600;\"><strong>PRINCIPAUX ENSEIGNEMENTS<\/strong><\/span><\/p><p><strong>Pr\u00e8s d\u2019un enseignant sur deux n\u2019a jamais re\u00e7u de promotion locale, un peu moins pour les personnels non-enseignants (44%).<\/strong><\/p><p><strong>La gestion administrative est dans l\u2019ensemble mieux \u00e9valu\u00e9e que la gestion RH proprement dite<\/strong> (\u00e9valuation et d\u00e9cision). Si les personnels jugent plut\u00f4t transparentes les <strong>proc\u00e9dures relatives au d\u00e9p\u00f4t des dossiers<\/strong> et les <strong>processus d\u2019\u00e9valuation en amont de la promotion<\/strong>, <strong>ils sont beaucoup plus s\u00e9v\u00e8res<\/strong> lorsqu\u2019il s\u2019agit d\u2019\u00e9valuer <strong>la phase aval<\/strong> (\u00e9valuation, d\u00e9cision et d\u00e9briefing des personnels)&nbsp;: <strong>45% jugent les proc\u00e9dures d\u2019\u00e9valuation interne opaques<\/strong>, <strong>50%<\/strong> d\u00e9noncent la m\u00eame opacit\u00e9 dans les r\u00e8gles d\u2019\u00e9valuation appliqu\u00e9e et <strong>54% pointent le manque de transparence qu\u2019entra\u00eene l\u2019absence de d\u00e9briefing. <\/strong><\/p><p>Ce <strong>manque de transparence<\/strong> interroge les personnels et impacte lourdement le jugement global qu\u2019ils portent sur la politique de promotion locale. Sur une \u00e9chelle de 1 \u00e0 7 les moyennes observ\u00e9es sont toutes inf\u00e9rieures \u00e0 <strong>3,50 au total<\/strong> de l\u2019\u00e9chantillon. <strong>43% des personnels de l\u2019universit\u00e9 jugent la politique de promotion non m\u00e9ritocratique. <\/strong><\/p><p>Au d\u00e9faut de transparence et de m\u00e9ritocratie, d\u00e9nonc\u00e9 par une forte majorit\u00e9, se surajoute un autre probl\u00e8me&nbsp;: celui de <strong>l\u2019insuffisance des promotions<\/strong> propos\u00e9es. Or la raret\u00e9 de la ressource, que renforce l\u2019opacit\u00e9 des strat\u00e9gies pour l\u2019obtenir favorisent les \u00ab&nbsp;<em>insiders<\/em>&nbsp;\u00bb&nbsp;: <strong>Pour 41% des personnels interrog\u00e9s, l\u2019opacit\u00e9 rel\u00e8ve d\u2019une strat\u00e9gie intentionnelle.<\/strong><\/p><p>Fort logiquement, le manque de promotion et la suspicion \u00e0 l\u2019\u00e9gard de la politique de promotion locale de l\u2019UPEC impactent la <strong>motivation au travail<\/strong>&nbsp;: <strong>38%<\/strong> des personnels <strong>\u00e9tablissent un lien direct entre l\u2019absence de promotion et leur d\u00e9motivation au travail.<\/strong><\/p><p><strong>Cette opacit\u00e9 <\/strong>favorise un climat de d\u00e9fiance tr\u00e8s pr\u00e9occupant&nbsp;: ils ne sont au fond que <strong>4%<\/strong> \u00e0 faire <strong>tout \u00e0 fait confiance ou confiance<\/strong> aux organismes en charge de la politique de promotion locale \u00e0 l\u2019UPEC, contre <strong>38%<\/strong> qui pensent le contraire.<\/p><p>&nbsp;<\/p><p><span style=\"color: #ff6600;\"><strong>LES AUTEURS DE L\u2019\u00c9TUDE<\/strong><\/span><\/p><p>Philippe <strong>JOURDAN<\/strong> est Professeur des universit\u00e9s.
